Bokeh is a Japanese word for "blur" basically. It refers to the aesthetic quality of a photograph’s out of focus areas, including the bright circles that you tend to see. First off, with Bokeh you need a fast lens, the larger maximum aperture the better. Another part to bokeh is closing in on the subject. The more you zoom in on a certain aspect/subject, the more blurred out the backround will be. A neat trick to do is relate the foreground to the backround, as shown in the image below. This can create unique and interesting images. Another trick, is to create cut-outs in various shapes and then tape them over the lens like a lens cap. Then, the shape of the cut-out will control the shape of the light bursts in the bokeh causing it to reflect the shape of the cut-out.
